With the rapid growth of China’s economy, the factors and contradictions restrictthe development of enterprises are increasing, it is no longer realistic that the way topromote economic growth just relay on capital investment and energy consumption, themost fundamental and effective strategic choice way to achieve economic growth isinnovation."The twelve Five" period, the state clearly strengthen the innovationcapacity of local enterprises. It can effectively improve the innovation efficiency ofenterprises by the way employer enterprises and access package enterprise innovationknowledge through outsourcing approach. Shaanxi Province as inland areas, there aremore constraints restrict Outsourcing Enterprise innovation capacity development, suchas: the ability of knowledge exchange, knowledge base, the competence and experienceto cope with risks and so on. Most studies on outsourcing management of knowledgeinnovation enterprises to focus on efficiency and social contribution of R&Dcooperation, without considering the microscopic level from the enterprise. Based onthe enterprise’s position on how to select an effective knowledge transfer path for theoutsourcing business, choose the appropriate machine for the outsourcing of innovationis one of the major issues facing all researchers to solve.From the business point of view, first analysis the risk and risk-sharing, motivationand outsourcing choice in outsourcing innovation process. And then analysis the impactof knowledge transfer path selection, Knowledge absorptive capacity and the degree ofKnowledge difference on knowledge innovation mechanism between employerenterprises and enterprise access package,and build game model of knowledge transferinfluence on knowledge innovation mechanism and knowledge innovation mechanismaffecting revenue, provide a basis for employer enterprises and enterprises to chooseaccess package of innovative mechanisms, and provided theoretical support for whenthe enterprise to oversee the supervision. This paper uses game theory to analyze themodel to enterprises, the targets of enterprise to seek maximize revenue, in line withbusiness people as fully rational assumptions. Tripartite knowledge transfer andsupervision of the Employer’s business enterprise is the transfer of knowledge of thegame, as well as access package enterprises to participate in the game were gameanalysis. On the basis of knowledge transfer, knowledge innovation mechanism forselect game analysis carried out in two stages, and came to the conclusion on how toselect innovative mechanisms put forward the corresponding countermeasures and suggestions.Obtained through this study: The knowledge transfer path selection haverelationship with supervision behavior of corporate oversight actors of employerenterprise and inter-enterprise; Access package enterprise knowledge absorptivecapacity and the put in of knowledge to get into have influence on the innovativemechanism of cooperation between enterprises; The higher the access packageemployer enterprise business knowledge and the degree of difference, the degree ofknowledge transfer between enterprises is higher; The degree of cooperation betweenenterprises of knowledge transfer in favor of implementing the higher the co-innovationmechanisms, innovative mechanisms uncooperative otherwise apply.
