Evaluation Of The Knowledge Transfer Competence In Information Technology Outsourcing

IT outsourcing is the modern information service mode which is produced under the background of modern knowledge economic development. Its essence is to realize the knowledge transfer between sender and receiver. IT outsourcing is not a one-way activity, the party of sender and receiver together involved in the process of knowledge transfer in order that the receiver party effective apply, absorb and internalize the knowledge product. And the knowledge transfer ability strong and the weak directly relate with the realization of the ultimate goal. First of all, this paper analyzes the influence factors of knowledge transfer ability in IT outsourcing, then extract knowledge transfer ability evaluation index from them, next construct the evaluation model of knowledge transfer ability in ITO. Through the investigation and various quantitative indicators to measure IT outsourcing service providers the ability of knowledge transfer in order to timely find IT outsourcing service providers and contractors the problems in the process of knowledge transfer and on the basis of this, puts forward the corresponding improvement measures, so as to improve the effect of knowledge transfer and transfer ability on both sides.This paper first introduces the related research status at home and abroad, then analyzes the research background, research contents and methods. Next combs the whole relevant concepts of IT outsourcing and knowledge transfer. It is concluded that knowledge subject, transfer medium and transfer situation are three main factors affecting the ability of the knowledge transfer through discussing knowledge transfer characteristics, content and the process of knowledge transfer in IT outsourcing service. On this basis, combining with the characteristics of IT outsourcing knowledge transfer, the author establish a set of index system of knowledge transfer ability in IT outsourcing. Through analysis of the advantages and disadvantages of each evaluation method, the author choose the analytic hierarchy process (AHP) as the measurement method of index system weights, and apply the expert evaluation method, the multilevel gray comprehensive evaluation method to build the index system evaluation model. Finally through making enterprise A IT outsourcing project as an example, the author use the above evaluation model to evaluate the knowledge transfer ability from IT outsourcing service provider to enterprise. And with the aid of Radar map, the author analyzes the influence factors of the various indicators to help enterprises find the problems existing in the transfer process so as to provide the basis for the improvement of the targeted.
