The Eighteenth National Congress has envisaged a grand view on theconstruction of maritime power and defined the strategic importance of the oceandevelopment, of which the talented personnel is the premium resource. A large groupof scientific innovator and intellectuals ensures the technology development andimprovement of China. In regard to highly skilled scientists, how to motivate themeffectively and meet their need is the first issue that needs to be addressed formanages in the current era of ocean economy.To certain extent the economic and systematic contract can be motivate,however the long-term development of the team also have to satisfy the psychologicalrequirements. This is where psychological contract type of incentives is necessary forscientists. Psychological contract is the implicit, unofficial, undisclosed, mutualresponsibility and expectation between employees and the organization. Thedefinition and content of psychological contract suggest its correlation with personnelmotivation. Due to their specific role, conventional economical and systematiccontract can hardly inspire the research staff to their satisfaction. Therefore the studyfrom the psychological contract perspective might be the breakthrough for incentivesof research staff.In review of both psychological contract and motivation theories, using thescientists in A institute as the research object, from the three aspects of thepsychological contract designed the questionnaire. Using SPSS software to analysis106valid questionnaires, revealed A institute has some incentive problems in someareas, such as pay, assessment, competition, selection and promotion. Then the studyanalysis the reason from two aspects.Based on this, the study from the psychological contract view, combined with the characteristics of scientists, designed the model for A institute. The modelconsidered both scientists’ psychological expectations and A institute’s psychologicalexpectations, suggested that A institute can promote scientists’ effort by incentivethem, then according to scientists’ reaction to judge whether the psychologicalcontract is valid. The model is a dynamic circulation.This paper studies the incentive mechanism of scientists in A institute, and putforward the corresponding optimization scheme, provided a new idea to incentivethe scientists, offered a relevant optimum proposal which is of interest for A instituteand other similar scientific organizations.
