While the marketing ecconomy developing deeply,the construction entreprises mustcarry on with reforming the management mode and saving the cost of human resources,sothatthey can promote their construction skills,control the construction costs,gain the morebenefit and praise,strengthen the competitive capability.In the circumstances of reforming,thecountry introduced the advancing general construction contracting and the laborsubcontracting from the construction field of west countries.For the constructionentreprises,the labor subcontracting management is prior.In early twentieth Century90, the general construction contractingentreprises registered and opened in rush.Therefore the country encourage four-newtechnologies application;the policies “building energy-saving”,protecting land resources andenvironment-protection lead to the Green and Sustainable-development mode;at the sametime with the single-project decreases,the large-scale prject increases;architect concept andcharacterizing highlights the building type and elevation design.This results that the general construction contracting enreprises carry one part of theworks with other partner in parallel,and introduce the subcontractors.The update end variationof the building appearances increase the construction difficulty,and require the entreprises tospecify and deepen the construction technologies.Farthermore,the country is paying closeattention to the quality of construction,and the employer constantly shorten the constructionspan,so that it is difficult for the entreprises to gain the benefit.In this situation,the contractors need to make arrangements in the menagements andhuman resources,that requires the entreprises which belongs to the labor-intensive to improvethe staff’s quality,professional level and the influence,as for compensating the manpowerreduction.Labor sub-contractor means the general construction contractor or the professionalcontractor deliver the labor package to the entreprises that achieve the labor contractingqualification.The labor sub contractor’s construction level and mangement level reflects theengineering skill level.
