A Study On Implementation Performance Evaluation Of Homestead Exit Policy

The rapid development of urban economy has attracted a large numberof rural people into cities. It brings the economic prosperity, but also resulted in theimbalance between urban land and rural land. That is, the short of the urban landresource and a large number of idle rural homesteads. Due to the lack of clear laws andregulations, the homestead exit project is still unable to follow, and because of thedependence of farmers on the land security function, it’s hardly for farmers tovoluntarily give up the homestead and contracted land without conditions. How torealize the idle rural homestead exit orderly and scientifically became the importantbreakthrough for balancing demand of land resource, raising the level of urbanization,promoting the new rural construction and realizing the urban and rural harmonious.In order to explore the method and approach for the homestead exit, many areascarried out its own local characteristics innovation of the homestead exit policy,including the Zhejiang Jiaxing”two for two exchange” mode, Chongqing “land ticket”mode, Chengdu Wenjiang”double give up” mode and so on. Since2006, it began tocarry out the pothook policy, and formed a relatively complete policy regulation andmechanism. The policies provided the basic development conditions for rural residents.They provided the residential in town for the rural residents and on other hand, provideda channel for farmers land assets into capital by confirming the right for land held.But need to see that, whether the implementation of local innovation policy ornational pothook policy, there exist some problems, such as unreasonable compensationsystem, single source of funds, the imperfect supervision mechanism, the resettlementof rural migrant and so on. Therefore, it has great social and practical significance forstudying how to use the scientific and objective method to measure and assess thepolicy implementation performance of homestead exit. Based on the performancemeasure, it can be found out the crux of the policy through performance analysis,thereby improving the homestead exit mechanism, and finally back to the policy itself, doing the homestead exit policy adjustment.In this paper, it sets the implementation performance assessment of homestead exitpolicy as the research core, and choses the Chengdu Wenjiang district as thedemonstration area. According to the evaluation purpose, principles and standards, thepaper builds the evaluation index system from efficiency, policy participation, andcoordination degree of interest. By using the AHP method and comprehensive indexmethod, the paper evaluates the performance of Wanchun and Shouan in Wenjiang,and gives the results analysis. And based on all above, the paper gives the suggestionsfor the homestead exit mechanism. The main research contents are as follows:(1) The evolution of homestead exit and local homestead exit overview andcomparison of typical model.(2) The evolution of Wenjiang District homestead exit policy and implementation.(3) Around the targets, principles and standards of policy implementationperformance evaluation, combined with Wenjiang District homestead exitimplementation and data, this paper constructs the homestead exit policyimplementation performance evaluation system, and determines the AHP method andcomprehensive index method to evaluate methods.(4) With the way of random questionnaire, expert interview, field visits and so onto obtain the data and information, this paper analyzes qualitative and quantitative theresults of Wenjiang homestead exit policy implementation performance, and then drawsthe problems and reasons existing in homestead exit policy.(5) According to the evaluation results, from the individual to the common factors,especially around the main factor of homestead exit, this paper builds and perfects thehomestead exit policy mechanism from actors, capital, land, objective environments(institution, policy) and other aspects.
