Study On Exit Compensation Mechanism For Rural Homestead Land In Henan Province

Due to a serious shortage of land reserve resources, the development of new land to pay enormous ecological costs and economic costs, but also because of a serious shortage of land resources, therefore, in order to ease the contradiction between people and get resolved brought rapid economic development process the problem of shortage of land resources come, it must be on the existing land consolidation, improving land use efficiency, economical use of land intensive, China’s rural population decreased year by year, but there has been increased rather than decreased rural residential phenomenon, Henan rural per capita housing area annually. Exit rural homestead is one of the important means to alleviate urban land. Rural homestead quit, either to improve the living environment in rural areas, to optimize the layout of the land, and arable land occupation and retrieval can be achieved. Strengthening rural homestead management, build rural homestead exit mechanisms become a research focus.This paper reviews the research progress on rural homestead exit and compensation, a clear purpose, meaning, content and technical route of this article. And property rights theory, transaction cost theory, theory of institutional change theory, the theoretical analysis of factors affecting farmers homestead exit. Based on the survey of four cities in Henan farmer wishes to exit the homestead, using binary logistic model to analyze factors influencing farmers homestead exit; contrast surrounding cities homestead exit compensation standards proposed rural homestead exit compensation scheme, and the following conclusions:(1) the farmers are willing to quit the homestead and education level, household income, the main source of income, the number of cases of homestead, homestead adaptation positively correlated.
