Research On The Problems And Consummations Of Local Government Intellectual Property Management A Case Study On Chongchuan District Of Nantong City

After China’s entry to WTO, the undertaking of intellectual property has beendeveloping fast. China has gradually built a relatively complete management systemand legal system of intellectual property rights. Meanwhile, the capacity of intellectualproperty management has been enhanced with each passing day, and governments at alllevels increasingly attach importance to the work of intellectual property. However,because of our country’s intellectual property management started late, the governmentin the formulation of policies of intellectual property rights, the establishment ofadministrative protection and coordination of judicial protection and administrativeprotection, still exist many problems. At the local government level, these problemsbecause of the imperfect system and the management system seem especially obvious.And this imperfection will cause the imperfection in the economic function ofgovernment. As a result, it is difficult to cope with the increasingly fierce competition inthe era of knowledge economy of international environment.In this paper, taking Chongchuan District, Nantong City of Jiangsu Province as anexample, through case studies reveals the problems of intellectual propertymanagement in local government issues from the perspective of publicmanagement, and points out ways to improve. The paper mainly includes the followingcontent: The first part is to study and design the problems of local government’sintellectual property management, expounds the origin of the theoryand practice significance of the topic, the purpose, the main theory and method etc. Thesecond parts talks about the main theory and framework, and defines the relevantconcepts, expounds the main functions of local government’s intellectual propertymanagement and introduce foreign advanced experience. The third part is the empirical analysis, taking Chongchuan District of Nantong city as an example,deeply analyzesthe effects of the local government through administrative means on the intellectualproperty creation, the protection of intellectual property rights, the use of intellectualproperty, and points out the existing problems and analyze the root causes of theproblems, also it concerns the way to improve local governments intellectual propertymanagement, strategies of intellectual property management in local government, inorder to effectively promote the healthy development of the cause of the localintellectual property. The forth part is the conclusion, on the idea ofwriting paper, innovations and shortcomings are summarized.
