Nowadays, under the background of economic globalization, the position of intellectual property rights is becoming more and more important in the development of the country, and it has gradually become an important means of allocating capital in the global scope. In the face of increasingly fierce competition in intellectual property rights, developed countries have followed the international economic situation, attach great importance to the management of intellectual property rights, especially the government departments continue to strengthen the coordination of intellectual property management. With China's intellectual property strategy for the introduction of more and more frequency of intellectual property rights in the government work report of the State Council in the provinces and local governments have more levels to promote the work of intellectual property rights in intellectual property management also carried out a lot of work. But compared with the developed countries, the government departments are not fully play a good role in the management of intellectual property rights, there are still many problems in management.A local government in A city as the western region in China is a typical agricultural science and technology, the main slogan of scientific and technological achievements and intellectual property of the per capita is very high, but in the management of intellectual property rights is not reasonable, there are many disadvantages, shortcomings and problems on the management and is not conducive to the achievement of intellectual property rights in A city use, is not conducive to the development of economy and society. In this regard, the intellectual property management of A municipal government as a case study, some scholars research results and based on intellectual property management of local government, the author analyzes the relevant government intellectual property management connotation,characteristics and significance, and in the process the government should undertake research on intellectual property management functions. On this basis, the author conducted field research on intellectual property management of A City aspects, using the first-hand material,combed the composition and characteristics of A, intellectual property rights, analyzes theintellectual property management of the property management system and mechanism of knowledge, the focus is to find the A municipal government intellectual property in the process of the management system and mechanism is not perfect, the lack of management talent, the conversion rate is too low, the low level of protection, the slow development of service industry and other specific issues, combined with the actual, from the two aspects of objective and subjective factors to explore the causes of the problems, based on careful analysis of the causes, the author from the perspective of public management and put forward to improve the ways and measures of the intellectual property management, namely from further improve the mechanism of intellectual property management and property management system to strengthen the team construction of knowledge Design and create a good atmosphere of intellectual property management, promote the transformation of intellectual property, the cultivation of intellectual property service industry development to solve this problem, so as to enhance the management efficiency and service level of intellectual property rights.
