Research On Intellectual Property Management Of Local Governments In China

Since the institution of reform and Open Door policy,the economy of China has developed rapidly and the industrial structure has been constantly upgraded.Under the current economic development model,the intellectual property play a crucial role in improving the regional economic level and quality.Local governments have an inescapable responsibility in promoting the development of intellectual property.Local governments use administrative and judicial management means to actively guide the creation and protection of enterprises' intellectual property.China's intellectual property has developed rapidly and achieved good results.Policies about intellectual property have been continuously improved.Law enforcement has been strengthened.Enterprises' awareness of intellectual property protection has been enhanced.The number of intellectual property applications and authorizations has been increasing.However,there are still some problems in local governments intellectual property management,such as difficulty in overall planning,decentralization of institutions,shortage of managerial personnel,low quality of intellectual property and poor transformation effect.These problems are caused by insufficient attention,insufficient coordination of management institutions and imperfect management personnel training system.District B of city A is located in the Yangtze river delta.It has developed economy,good level and environment of intellectual property.However,there are also some problems such as unclear division of responsibilities among government administrative departments,incoordination between administrative management and judicial protection,poor quality of intellectual property products,management personnel shortage and inadequate development of service agencies.This is mainly due to the lack of awareness of intellectual property,the lack of management staff,the single evaluation index of the superior and the low level of policy making.In order to improve the intellectual property management and optimize the industrial structure,local governments should further strengthen intellectual property management in four aspect.Firstly,local governments should pay more attention to intellectual property,clarify the management responsibilities of departments,improve the status of intellectual property offices and strengthen overall coordination.Secondly,local governments should improve the service model by establishing a public service platform for intellectual property,improving the coordination and early warning mechanism,implementing the intellectual property alliance and broadening the financing channels.Thirdly,local governments should strengthen the cultivation and introduction of intellectual property management personnel and strengthen industry-university-research cooperation.Fourthly,local governments should establish a policy evaluation system to improve the level of policy formulation,enhance the synergy between local governments and enterprises and boost the development of service organizations.In the process of intellectual property management,local governments should play the roles of managers and servers,provide support and guarantee for enterprises' r&d and innovation and promote the high-quality development of China's economy.
