The arrival of new economy makes the competition between enterprises more intense,enterprise strategic management is the development trend of modern enterprisemanagement. Strategic planning, strategic performance measurement, good managementstrategy are the powerful means of strategic advantage, the core competitiveness.The Balanced Scorecard theory originated from the beginning until now has20years,in recent years, the Balanced Scorecard as the most influential management theory, in thewestern developed countries enterprises, as a strategic management tool application, ismore and more significant. In China it has also attracted more and more attention, in ourcountry the Balanced Scorecard as a strategic management tool, is still in the initial stage.This paper is the study of strategic management of medical devices industry by theBalanced Scorecard. By description of its four elements, through the case study of buildstrategic management system of Hauser Sueddeutsche Mechanik Taicang Ltd, this paperdoes some investigation on this point of the Balanced Scorecard as a company strategicmanagement tool.This paper reviews the Balanced Scorecard history from a single performanceScorecard gradually elevated to the strategic management tool, introduces the four basicdimensions of the core, analysis of the Balanced Scorecard described strategy, measurementstrategy, strategic management function. The short and long term strategies are figured outby research on products field environment and policy, and analysis of SWOT. By strategymap, balance scorecard is used for measurement and management for strategy. Based onactual fact, the balance scorecards for functional departments and for individual aredeveloped. This paper emphasizes on actual practice and not following with blindness ormechanically. We must develop the balance scorecard according the actual fact.
