Equipment manufacturing as a core part of the manufacturing sector, the base ofentire industry, determines a country’s position in the international division of labor.In recent years, the status of equipment manufacturing industry is more and moreimportant in China’s economy, and embody the important function on country’seconomic security and national security. Not only State but also Hebei haveintroduced a series of policies to support the development of equipmentmanufacturing industry. Currently, equipment manufacturing industry has beensecond largest industry position in size only behind the steel industry in Hebei,ranking the middle in the national rankings. However the equipment manufacturingindustry in Hebei is huge merely but not strong. The core question is lack oftechnological innovation capability, still taking old formula of the low groundrepetitive manufacturing. Technological innovation capability is the country’s corecompetitiveness. To accelerate the evolution of equipment manufacturing industry inHebei Province, we must enhance the industry’s technological innovation capability,and discovery a path of technological innovation, accord to actual situation.of Hebei.In this paper, based on literature review, data analysis, and field trips, arrangedthe theory research situation of the relevant equipment manufacturing technologyinnovation, analyzed three typical path of the technological innovation and themechanism to encourage enterprises to carry out technological innovation activities;summed up the characteristics of the equipment manufacturing industry in HebeiProvince and the main problems; by comparative studies within typical areas ofdomestic equipment manufacturing industry development path, drawn on the generalidea of the path of technological innovation of Hebei equipment manufacturing.On the basis of the above analysis, the use of R&D spillover theory andinput-output technology, to establish R&D spillover effects model. By means of R&Dspillover effects model and data of Hebei Province input-output tables in2010together with R&D investment, to calculate Hebei42sectors R&D flow coefficient matrix. Combined with the Cluster analysis method, a detailed analysis was launchedto get R&D spillover effects of each sub-sector the equipment manufacturing industryin Hebei Province; at last, draw relevant countermeasures and paths.
