Land is the material basis for human survival, development and alsothe basic elements in a country, the accuracy of the land resources whichare an important basis for the preparation of the national economic planand formulation of relevant policies. Agricultural land classification asone of the project "a new round of land resources research" is to morerational planning, utilization and management of agricultural land.Through this research can make a scientific evaluation and gradingmanagement to land quality, especially for the arable land and basicagricultural land, so as to fully grasp and scientifically quantify theagricultural land quality and value. The arable agricultural land qualitygrading is the subsequent improvement of agricultural county levelclassification, playing a crucial role in the summary of agricultural landclassification. Due to objective reasons, there is a grading imbalance andunable to transition in practical work between counties or local areas. Butthere is still no systematically and thoroughly national summary,technical route and method, so it is necessary to conduct an in-depthstudy and research.In this paper, we analyzed quantitative and qualitative characteristicsof Baotou farmland distribution using GIS technology and statisticalanalysis method.The result shows that land quality of the Hetao Plain (TumoteyouBanner, Qingshan District, Donghe District, Jiuyuan District andKundulun District) is generally high, accounting for37%of the totalarable land in Baotou, where irrigated accounted for92%, with144708hm2. Arable land distributed in hilly area (Shiguai District,Guyang county and Daerhanmaomingan Union Banner) is relatively low,accounting for63%of the total arable land, where95%of total dry landin Baotou. Grade of Baotou arable land have a certain continuity and significant spatial variability in spatial distribution, such as the highergrade land locating around the town or the nearby area of traffic trunkroads.Through the analysis of cultivated land quality grade of eachCounty, calculated average index and average; According to the analysisof spatial relations and mutual border land, rebalanced and adjusted theunreasonable index and the coefficient. The natural quality index inShiguai region is low, so can’t be a smooth transition with thesurrounding counties; According to the "agricultural land grading rules",we readjusted the value as0.2. Through the analysis of the boundary,there is a big economical difference between Guyang County andDaerhanmaomingan Union Banner. After the adjustment, the overallgrade of Guyang County has increased than the original, butDaerhanmaomingan Union Banner’s decreased than the original. Byanalyzing the farmland index on both sides of local administrativeboundaries, matched and adjusted the Tumoteyou Banner northernmountain, arable land, Donghe District and Jiuyuan District boundaries.In accordance with regional characteristics, we discussed how to balanceindex and coefficient between banners and countries, summed up theideas and methods of how to determine the gradation index andcoefficient.
