Research On County Economic Competitiveness Of Hengyang City

Basic governance of the country lies in the county. If we take the city scope economy as China’s rapid economic growth engine and support, so the county as a base unit of economic is the foundation of national economy. Grasp and build the social harmonious operation unit, relying on the national and local policies to the operating platform, play county resource advantage, build strong County-economy, is the core content of theory circles and all levels of government. This paper based on the combination of qualitative and quantitative research method, it studied the county economic competitiveness of Hengyang City systematically, hope to achieve the following objectives:First, establish a set of scientific city of Hengyang City for the county economy competitiveness evaluation system, maximize the actual level of county economic competitiveness of Hengyang City; Second, from the practical needs to find out solutions to a set of practical and feasible to enhance economic competitiveness, formulate supporting the county’s economic development policy.This paper analyzed the advantages, disadvantages, opportunities and challenges of Hengyang City counties economic by method of SWOT firstly, Then reference the county economic competitiveness evaluation system of foreign and domestic competitiveness evaluation model has been established, combined with the actual situation of Hengyang City county, constructs a evaluation system of county economic competitiveness of Hengyang City, which mainly include the comprehensive economic competitiveness, industry competitiveness, comprehensive social four aspects carrying capacity and service capabilities, the environment, a total of28specific evaluation index, comprehensively reflects Hengyang City county economic competitiveness of the status and development potential. Secondly, the collected data, using factor analysis method to evaluate the competitiveness of the county economy county city under the jurisdiction of Hengyang City, obtain the overall score of county economic competitiveness, and the results were sorted and analyzed. Finally, the influence factors on the competitiveness of county economy of Hengyang City was analyzed, including the factors of the following four aspects:First is to restrict the administrative management system and operation mechanism; Second is to restrict the urbanization level; Third is the restriction of the labor force outflow; Fourth is constraints of industrial structure. Through the above analysis and researches, put forward to enhance the economic competitiveness of the county in Hengyang City, countermeasures and suggestions to adjust and optimize the industrial structure, namely, the characteristic industry as the main direction; the mechanism innovation as an inexhaustible motive force for the development of county economic characteristics; establish a sound financial system, provide a solid foundation for the competitiveness of the county economy; push model urbanization, improve the urbanization system; adhere to solid this strong base, promoting talent county.Research on the county economic competitiveness of Hengyang City, in the future can be evaluated from the county economic competitiveness is dynamic and the county economic competitiveness evaluation methods were explored, in order to enhance the competitiveness of the county economy in Hengyang city and to provide scientific basis of theory and practice for the development of Hengyang county economy and growth.
