With the international competition is becoming increasingly fierce, more andmore enterprises vigorously promote science and technology innovation and technologyprogress, accelerate the formation with the characteristics of the enterprise technologyresearch and development and core technology system, which can enhance theenterprises’ core competitiveness. The key to science and technology innovation aswell as economic development lies in talent. R&D personnel is the most importantstrategic resources for social and economic development, whose number and structurehas a decisive significance to the social and economic development, thus became thevarious countries’ companies, especially multinational companies compete for objects.R&D personnel group is a decisive factor in the development of the country. Atpresent,the talent competition is becoming a focus of international competition. R&Dpersonnel competition, relative to economic competition more decisive andfundamental to the developing country, independent innovation strategyimplementation has brought great challenges, is a question that we must face.Comparing to the economic competition, R&D personnel’s competition is moredecisive and fundamental, which has brought great trials and challenges to developingcountries’ implement the strategy of independent innovation, which is the problemthat we must face up to.The overall level of research and development personnel development in ourcountry still have considerable gap compared with advanced countries in the world.Compared with the need of economic and social development in our country, there arestill many places that don’t adapt, research and development personnel, especially thelack of basic R&D personnel, talent innovation, and innovation ability is not strongand so on. Thus human resource problems are still outstanding. Based on the analysis of the current development situation of Chongqing research and development personnel,through in-depth exploring of existing problems of Chongqing R&D team building andtraining, on the basis of the development experience of international and domestic R&D team personnel, we put forward to strengthen the R&D personnel teamconstruction and training policies, providing a reference for research and developmentpersonnel sustainable development.
