The Development Way Of Oil And Gas Resources Cooperations Between China And Indonesia

Due to the establishment of China-Asean free trade area and the convenience of geographical position, energy cooperation, as an important part of China international energy cooperation, between China and Asean has developed rapidly and become a highlight of China and Asean economic and trade cooperation. And Indonesia, as southeast Asia’s largest energy exporter, whose oil and gas production at the Association of South-East Asian Nations (ASEAN). The oil and gas cooperations between China and Indonesia are strong complementarity, because the two sides cooperation not only make Indonesia has necessary capital, technology and talents in energy industry development,but also make up for the shortage of domestic resources in China and meet the requirements of China’s diversification strategy on energy imports.Firstly, this article defines the relevant concepts on international cooperation in oil and gas resources development way, according to the theory of international production compromise and the international mobile of production factors theory, I expound the present situation of oil and gas cooperation between China and Indonesia, characteristic and the two sides taking the main ways of cooperation, such as direct trade, participation, merger or takeover of the oil and gas assets in Indonesia, joint construction, etc., and analyze the problems existing in the cooperation. In view of the existing problems, and from the way of cooperation, both sides should actively explore the new way of cooperation to reduce or avoid the influence of unfavorable factors. Secondly, combining the two main parts of the cooperation between China and Indonesia oil and gas resources with cases analysis, one is between the oil and gas companies and petroleum engineering technology service company cooperation, on the choice of project developing way; the other is the international oil companies and cooperation between Indonesia’s state oil company, on the choice of performance contract pattern of oil and gas. Finally, on the basis of the research in front, according to the actual situation of China’s cooperation with Indonesia, I think, in terms of engineering development, EPC, the BOT mode and its deformation and the international alliance of strategy are fit for energy cooperation between China and Indonesia, but they have different emphasis. On the contract mode selection, PSC is preferred, and RTC is also a right choice, and RSC&BBC are unfavorable. But along with the international oil price rising, the RSC and BBC will become the future trend of the development of oil and gas cooperation contract.In short, in the process of cooperative development of oil and gas resources between China and Indonesia, we should make the choice diversify according to the actual situation of the two sides, in order to realize the unification of the efficiency and operability.
