Research On The Operational Mode Of Beijing Public Bicycle System

ABSTRACT:With the development of the national wave of advancing urbanization and economic situation in Beijing, and population density of Beijing increases, and vehicle fleet is too high, the city’s traffic congestion has become increasingly evident, what seriously affects people’s life; and the environment is worse and worse. In order to respond to and mitigate these issues, Beijing has taken many measures, such as strengthening the construction of rail transit, improving parking system, car limit line. Beijing began to run public bicycle rental system in June2012, in order to make the travel more convenient, and improve environmental quality.Public bicycle has a certain degree of exclusivity; within the benefit users, before the crowding appears, we enjoy the same utility which has a non-competitive public bicycle service. Therefore, public bicycle is belonging to quasi-public goods. Supply of public goods requires government led. This article studies the operating mode of Beijing public bicycle rental system by literature survey, case studies and comparative empirical in four aspects:service object, operational objectives, supply mode and operations management, in order to find the problems of Beijing public bicycle systems, and to give some reasonable suggestions.The research shows that Beijing’s business model in the supply of public bicycle systems and operations management approach, there are some problems, mainly related to the lack of government policy and public service bicycle system is imperfect.According to research and analysis in this paper, and based on the successful experience of foreign public bicycle carrier, the paper makes the following recommendations to the Beijing public bicycle system:first, the government and companies need a clear role, governments need to play an advocate of public bike system planners, support and monitoring role, you need to play good corporate public bicycle service operators. Second, improve the construction of public bike system in the planning leased point to fully listen to public opinion, increase scientific and technological innovation, and improve comfort and convenience of public bike system. Third, optimize services of the public bicycle system.
