Cinnamum camphora (Linn.)Presl belongs to the plant under state protection (category ii), which is a unique species of china. Guangxi provinces belongs to South Asian tropical climate regions, which climate is warm and rainfall is abundant. These natural climate and site conditions are very suitable for growth of camphor tree.Cinnamum camphora (Linn.)Presl is a kind of important chemical utilization of plant resources. Its roots, stems, branches is full of essential oils. Linalool most frequently used in international perfuming industry. It is the main variety of spice,and become a significant role in our country’s export.Cinnamum camphora (Linn.)Presl have not acquire the improved type, mixed strains planting cause small forest growth and biological yield. The Oil yield of branches and leaves is low and the main component is different, which leading to low quality and low price and restrict the development of. In recent years jiangxi and fujian provinces planted a larger area of Cinnamum camphora (Linn.)Presl which mostly linalool type, but the linalool produced still is in short supply every year. As a result, the directional planting of linalool type also has the very big develop space.Taking guangxi wuzhou for implementation, the prospects and the problems were discussed using the theory of project management system, especially on the project risk identification, risk assessment, risk control research. This research provide theoretical basis for project investment and relevant government departments policy making and decisions, guarantee the successful implementation of the project and provide the theoretical basis for the development of Cinnamum camphora (Linn.)Presl nationwide.
