"Hunger breeds discontent, food-an as the first". Food is the most basic materialfactor and the most important consumer goods for human survival and development.Food safety problem has become one of the hot spots of the national two sessions.Dairy nutrition food is more and more indispensable in people’s daily life, and the percapita consumption growth rapidly, its safety issues should be taken seriously. Inrecent years, with the constant revision of dairy new standards and reference ofadvanced technology, our country’s dairy industry has developed rapidly andgradually developed into a "sunrise industry". Obviously, China’s dairy industry hasentered the ranks of the world’s great powers. However, the dairy products quality andsafety is still a question, therefore, it is an issue worthy of attentions by all respects.Along with the increasingly competitive Dairy market, a large number of foreignbrands into China’s market, making the development of some domestic dairycompanies restricted. But now, the growing problem of food quality and security hasbrought the huge impact to the whole dairy industry. After the crisis "the melamineincident" in2008, the dairy industry is facing a new situation: the reputation ofChina’s dairy industry suffered huge losses in the international, and the Chinese dairyindustry almost suffered collective credibility crisis. For consumers, the shadow hasnot yet been eliminated, and the confidence of the China’s dairy industry still needsquite a long time to recover. Therefore, the research of the quality and safety of dairyindustry, not only has theoretical significance, but also has practical guidingsignificance for the healthy development of the dairy industry.In this paper, based on the theory of quality management, and connecting withthe development of dairy industry in Xinjiang, to establish the quality and safetyassurance system. The main contents include the following seven sections:The first part is the introduction, mainly analyzes the food quality and safety ofthe research background, the research significance, the research status at home and abroad, the main content of this research, and the research train of thought.The second part is the theoretical basis for research, mainly for quality and safetyassurance system theory.The third part, mainly analyzes the present situation of dairy enterprises inXinjiang. Through the condition of the domestic and overseas’ dairy industry andXinjiang’s dairy industry, find out the existing problems in the development of dairyindustry in Xinjiang.The fourth part, established the overall structure of the Xinjiang dairy productsenterprise quality safety guarantee system. First of all, proposed to build the targetand principle of quality and safety assurance system, summed up the key factorsrestricting the efficient operation of the quality management system, and thenestablish a framework for quality and safety assurance system.The fifth part is a concrete implementation of the quality and safety of dairyenterprises in Xinjiang assurance system.The sixth part that make suggestions directly to improve the quality assurancesystem of dairy enterprises in Xinjiang, including cultivating the local brands,improve the quality and safety certification system, strengthen government support,and establish the public participation mechanisms.The seventh part, according to the previous chapters, obtains the conclusion ofthis thesis.
