The Research On Zhejiang Province Urban Housing Secturity System Under The Background Of New Urbanization

"The research on development strategy of new urbanization with Chinese characteristics" shows that, China’s urbanization rate has increased from17.9%to52.57%for30years, and the urban population has increased from by more than2million to about710million. However, we cannot simply value the quantity of development in new urbanization process. We should pay more attention to the quality of development. We must make efforts to solve the "human urbanization" issue so that let the urban population really integrates into the city life in the next two or three decades."The Eighteenth National Congress" clearly put forward that we should adopt the path of new urbanization. It will take fair and share as principles. It broke the previous path of urbanization; it takes human urbanization as the core, and takes the quality of urbanization as the key to let everyone share outcomes of new urbanization fairly. Housing security should focus the housing problems as a basic social security in the background of the new urbanization. Only to solve the most basic urban housing problem in low-income groups, so that people in the city could truly integrate into the city and share the economic development. Finally achieve new urbanization.Firstly, with the aid of Zhejiang statistical yearbook data and related survey data, using statistical software, forecast market price of single set of affordable housing, urban household income, urban non-agricultural population, urban household size and the total number of urban household between2013～2017in Zhejiang province. With calculation, we can get security line, protection ratio of urban low-income family, to know the demand of urban low-income housing; in order to grasp the needs of low-income groups of urban housing security in Zhejiang Province, and promote the effective implementation of housing security policy.Based on this, in order to promote the smooth implementation of the housing security system, the paper analyzes Zhejiang province mainly housing security system performance, problems and the causes under the background of new times. And compare the content, method, implementation background and effectiveness of housing security system between American, Germany and Singapore. And sum up experience and lessons in the solution to the housing problems of low-income group.Then combined with the actual situation of Zhejiang Province, we put forward reasonable suggestions for the future development of the housing security system in Zhejiang province. Finally, proposes the future prospects of low-income housing according to relevant economic theory.
