According to the classical theory of industrial clusters, the clusters of SMEs within the single free state than SMEs have a significant comparative advantage in financing and specialized division of labor, in theory, in reality financing SME clusters should not have financing difficult problem, but in the real economic development, China’s SME clusters financing problem still exists, still there is a big cluster of SMEs financing gap, it is very difficult to upgrade a cluster, but this is not a theoretical error, but in the real economy, the lack of SME clusters so that the advantages into real advantages of an effective mode of financing. Based on the above reasons, the paper actively explored from the perspective of direct financing of a new model of financing SME clusters-clusters within the public financing model to cluster the whole territory of China’s capital market for direct financing to ease cluster financing difficult problem, the theoretical advantages of cluster financing transforming ability reality financing.SME clusters within the public financing model is based on a cluster of internal capital markets and capital markets outside the cluster, based on the establishment of a cluster to cluster finance company as a platform, the platform is based on an endogenous network of SME clusters financial organizations it belongs to a normalization of the non-bank financial institutions to provide financing, centralized trading, supervision and management, consulting, agency, guarantees, and other integrated services to SMEs within each cluster. Finally, were presented to the public financing of SMEs within the cluster model of policy proposals from SMEs in the cluster, the cluster of financial companies, government, capital markets and intermediaries five levels.
