The Analysis Of Stakeholders In The Water-right Trading Market Of NingXia YinHuang Irrigation Region

Under the leadership of the government, the project of water-right trading in Ningxia Yellow River Irrigation Region has carried out for almost10years. There is no doubt that it improves the efficiency of agricultural water, and optimizes the allocation of water resources. It is an effective way to solve the problem of water shortage in Ningxia and an important tool to build a water-saving society in Ningxia. However, although this project obtained lots of attention and high praise,we still got much complain from farmer users that water saving can’t bring fees down, at the same time, the Water Use Association (WUA) is getting bogged down in the process of the project developing. Then the conflicts of stakeholders in the water-right trading market of YinHuang Irrigation Region have been exposing now. This paper analyzes the cause of these contradictions and the improvement strategy suggestions from the perspective of stakeholders that based on the study of the domestic and foreign scholars’ research.This paper starts with a brief introduction of the significance, background, target of the water-right trading market, outline the writing ideas and the technology roadmap. Then based on literature research about water-market formation, developing, trading price, and management system, combined with the actual situation of water-market in Ningxia Yellow River Irrigation Region, on the view of stakeholders, to define the main interests who caused the conflicts, to analyzes its interests and conflict. In the process of writing, the paper mix down the many methods such as literature survey,specification and empirical analysis,qualitative analysis and quantitative analysis,interview,statistical analysis,comparative analysis,stakeholder theory, game theory to perform the developing process of the problem, and find the reasons of it. At last, the paper comes up with many solving strategies for government to get the the balance of the stakeholders’ interest, especially to improve the economic status of farmers and promote the development of Ningxia water-right trading market steadily and healthily.
