Abstract:The Transformation and Upgrading is the inevitable choice for the enterprise to develop and compete. The mode of extensive development and relying heavily on the boss’s personal power is the characteristics of Small and Medium-sized Enterprises. In recent years, because of the shortage of resources, the market competition and the policy of resource-economical and environment-friendly society, the Small and Medium Enterprises must change the development mode. On the contrary, to achieving brand strategy or R&D strategy which with high value-added, the Small and Medium Enterprises must depend on technical innovation, market innovation and management innovation.The paper chooses the case of Small and Medium Enterprises’ transformation and upgrading paths in Changsha as the research object. The theory analysis and case study method are utilized in this paper. Firstly, the paper realizes the basic information about the management innovation of the Small and Medium Enterprises with the literature research and the exploratory interview. Then, the paper constructs a preliminary theoretical framework of the process of Management Innovation. At last, the paper verifiers theoretical framework through the detailed case research result analysis.Through the research, this paper proposed that:Firstly, Management innovation steps include creating innovative desire, positioning innovation problem, creating innovative solutions, implementing innovative solutions and evaluating the results of innovation. secondly The content of management innovation includes administration idea、 administration system and administration method. At last, because of the management innovation, the Small and Medium Enterprises realize the transformation and upgrading.The paper has two innovations. On the one hand, this paper research the enterprise’s transformation and upgrading from the perspective of management innovation, which most of the literature from the perspective of technical innovation and market innovation.
