| At present, China has entered in the medium-term development stage ofindustrialization which is characterized by modern industrial and rapid urbanization.The demand for energy is growing, as a result,the contradiction between energysupply and energy demand is more and more prominent. And therefore this situationled to increasingly serious environmental pollution. Many countries put energyefficiency in an important strategic position, more and more energy departments andagencies have begun to study the the evaluation of energy efficiency. Based on totalfactor energy efficiency framework, this paper conducted a measure of energyefficiency by SBM model and MAX-DEA software. The indicator system wasestablished with three goals including energy saving, emission reduction andeconomic growth. Taking environmental effects into account, this paper made a morecomprehensive consideration of the interaction between input elements which canreflect the actual level of Chinese provinces energy efficiency more systematicallyand scientifically. The results showed that China’s energy efficiency was still lowfrom the overall perspective and the levels of energy efficiency between provinceshave significant differences. The provincial energy consumption was in the stage ofhigh energy consumption, low output, which means that energy saving was underenormous pressure. From the regional perspective, all the provinces could be dividedinto southeast coastal, central and northeastern regions, the western region, and thelevels of energy efficiency is in descending order from the coast to inland. From viewof the various factors’ affection on energy efficiency, the most important factor wasthe industrial structure, followed by technological progress, and then energy structure.The proportion of tertiary industry and energy efficiency has a positive correlation,while, investment in R&D funding and proportion of coal consumption has negativecorrelation with energy efficiency. This paper also investigated the causes of energyefficiency changes in China, and provided targeted policy recommendations toimprove energy efficiency of key provinces and regions. |
