Research On Government Procurement Supervision For Lianhua County Of Jiangxi Provinc

Government procurement, as an important mean of government financial expenditure, is still in its initial stage. There is still much faultiness existing in government procurement such as policies, measures and practices. The prominent problem goes to the supervision on government procurement, which is reflected on the following aspects:imperfection of related system, irrationality of structure setups, limitation of control, difficulty of expansion, shortage of experts and inefficiency of supervision. To enhance supervision on government procurement can enforce it to behave on the principle of openness, impartiality and fairness and make its scope and profit better achieved. Therefore, a reasonable and effective regulatory system is necessary.This paper takes government of Lianhua County in Jiangxi Province as the object of the case study. The research tries to find out the actual situation in supervision and the problems existing in the process through holding conversations with people in charge of government procurement center of Lianhua County, people working in Bureau of Finance of Lianhua County and relevant staff that is in charge of the governmental work; through collecting questionnaires from suppliers of Lianhua County government procurement and through field trip research. By analyzing existing problems, this paper makes suggestion on how to solve them and draws a conclusion which aims to provide guidance for further work and to make supplement to other researches.Based on the public choice theory, this paper adopts the method of case study to look into the actual situation of government procurement in LianHua County by listing some typical examples. The study shows that government procurement in LianHua County has obtained certain achievements. The government has increased the service efficiency of funds, enlarged the scope of government procurement, increased the number of procurement projects, strengthened system construction, standardized the trading procedure by entangling with supervision system, highlighted regulation characteristics and diminished corrupt transactions progressively. However, the government procurement in LianHua County is still at its early stage and supervision work is still in exploration. Due to the shortage of specialized theoretical guidance and practical experience, there are some problems in the supervision. Combined with the overseas practical experience on government procurement supervision and in order to make government procurement supervision in LianHua County a fair, open and honest process, the author puts forward several solutions through analyzing the existing problems:improving the main basis of government procurement supervision, diversifying the multiple regulators, intensifying government procurement regulation, attaching importance to the cultivation of professionals government procurement supervision, strengthening the supervision of public opinion, forming relief mechanism and accelerating the development of an electronic government procurement supervision system.
