Research On Farmer’s Demand And Willingness To Pay For Forestry Science And Technology Service

As a bridge linking technology and production, forestry science and technology service is also an important coordinated reform of collective forest rights system. This study aims to clarify present situation and existing service mode of forestry science&technology service in our country, research the peasants’demand and willingness to pay and fatherly investigate their influencing factors. By doing this, the paper enriches the research of the forestry science&technology service in theory and provides a theoretical basis and practical reference for government to develop relevant policies in practice.The research mainly includes four parts:Firstly, this paper analyzes present situation and existing service mode in our country with qualitative analysis method. And we find that there are three service modes, they are government-oriented service mode, market-oriented service mode and autonomic collaborative service mode. And the government-oriented service mode is the main one. Secondly, this paper clarifies the present situation of forestry science and technology service in Yunnan Province. We conclude that while there are series of achievements in forestry science and technology, several problems still exist, such as lacking institutions, poor performing management system, personnel quality needed to be improved, lacking operation funds, etc. Thirdly, this paper study peasants’demand for forestry science and technology service and its influencing factors with descriptive analysis and regression analysis methods. The results in this study indicate that peasants’willingness to receive forestry science and technology is strong, but the supply of local department is insufficient. And the willingness to receive relevant service is significantly influenced by gender, forestry income proportion, distance between home and township forestry workstations, if there is a village or group cadres at home or not, main forest category, whether they paid a mutual visit to neighbors, times of participating in relevant activities, satisfaction to local forestry science and technology service. Fourthly, this paper study peasants’ability and willingness to pay for forestry and its influencing factors by using ELES model, cross analysis, binary Logistic regression analysis methods. The results indicate that peasants’ willingness to pay and the ability to pay is not unified. And the willingness to pay is significantly affected by education years, labor proportion, area of commercial forests, income level, the degree of harmony with neighbors, times of participating in relevant activities, whether they participated in the forestry cooperative organizations, if they loaned for forestry production.In accordance with research and conclusions above, this paper puts forward following suggestions: strengthening organization construction, rationalizing regulatory system, improving communication mechanism, strengthening talent team construction, broadening channels of funding sources, creating diversified service mode, introducing market mechanism.
