Research Of Forestry Science And Technology Cooperation And Transformation Mode Between Fujian And Taiwan

In the recent years,with the increasingly active forestry cooperation between mainland and Taiwan,China took the opportunity of their accession to the WTO successively to promote the cross-strait industry tie-in,expand the cooperation field gradually and improve the cooperation level.Under this background,Fujian enhances the forestry cooperation between Fujian and Taiwan continuously.Especially on June,2005,the experimental area of cross-strait(Sanming)modern forestry cooperation is formally approved by the authority to promote the scientific and technological exchanges with Taiwan forestry and strengthen the economic and trade cooperation with Taiwan.China has actively undertaken the transformation of Taiwan forestry industry,which has yielded fruitful results.Some domestic scholars have carried out researches on the forestry science and technology innovation and science and technology cooperation as well as forestry science and technology cooperation and achievements transformation.Meanwhile,a small number of scholars also have conducted researches on forestry science and technology cooperation between Fujian and Taiwan.However,few scholars have discussed about the subject of forestry science and technology cooperation and transformation between Fujian and Taiwan.To promote the forestry science and technology cooperation and transformation between Fujian into practical productive forces implements the working policy of central government on Taiwan,functions the advantages of strong complementary between Fujian and Taiwan and enhance the cross-strait economic exchange and cooperation.At present,we need to search for the mode that is suitable for the forestry science and technology cooperation and transformation between Fujian and Taiwan and seek for the countermeasures to improve the forestry science and technology achievement transformation at the same time.This paper mainly focuses on the following six parts.In the first part,Introduction,includes the research background and significance,the research status domestic and abroad,the main research idea as well as applied approaches,the basic concept definition and the possible innovation.In the second part introduces the current situation of forestry science and technology cooperation and transformation between Fujian and Taiwan,includes development of forestry science and technology cooperation between Fujian and Taiwan,transformation of forestry cooperation between Fujian and Taiwan on the role of forestry development in Fujian Province,and analyzes the current existing problems and causes of forestry science and technology cooperation and transformation between Fujian and Taiwan.In the third part mainly lists the modes which promote the technology cooperation and transformation of forestry technology in Fujian and Taiwan.The fourth part the paper analyzes the typical cases of the mode of driving of experimental area of modern forestry cooperation in Fujian and Taiwan.This part introduces the background the game analysis of the forestry cooperative of the experimental area and Taiwan businessmen and achievements and the reason of the achievements of launching modern pilot forestry cooperation zone on both sides of the Taiwan Straits(Sanming)as well as the shortcomings in the development of the pilot zone.In the fifth part,the author puts forward six measures and suggestions on the acceleration of the technology cooperation and transformation of forestry technology in Fujian and Taiwan based on the analysis in the previous four parts.First,improve relevant policies and create a favorable soft environment.Second,improve the quality of the improved technology and carry out management according to the program.Third,establish the transformation system of forestry technology in Fujian and Taiwan with multi-later cooperation.Fourth,raise fund through multiple channels and intensify the investment for the transformation of technological achievements.Fifth,establish market demand system.Sixth,enhance the construction of talent team for transforming the achievements of forestry technology.The sixth part is the conclusion on the research.This paper provides certain reference on enhancing forestry science and technology achievements transformation in Fujian Province,further deepens the depth and breadth of forestry science and technology cooperation and communication between Fujian and Taiwan and then accelerates the forestry development in Fujian Province by analyzing the current situation and countermeasures of forestry science and technology achievement transformation between Fujian and Taiwan.Besides,understanding the development status of forestry science and technology cooperation and transformation between Fujian and Taiwan will help to master the evolution rule and developing trend of forestry science and technology cooperation between Fujian and Taiwan along with the transformation efficiency promotion and provide reliable foundation for the reasonable planning of forestry industry cooperative development as well as the resources allocation of forestry production factors.
