AS a special industry in social benefit, ecological benefit and economic benefit, providing the ecological security for people, forestry has been the concern of the whole society. In addition to providing timber and other forestry raw materials, what more important is the function of absorbing carbon and releasing oxygen, provides the ecological demand for the society. Especially during the new period in construction of ecological civilization, the steady development of forestry is extremely important. Modern forestry is a forestry using science and technology, to achieve the rapid development of forestry, must make good use of the advanced science and technology. Now, the supply and demand of forestry science and technology is imbalance, and the forestry production efficiency is not high,that influence the forestry development to a certain extent. Therefore, this paper is going to analyze the production efficiency of forestry in recent years from spatial and temporal, Calculate the contribution rate of forestry science and technology progress to forestry economic, and put forth some suggestions. To explore forestry production efficiency, this paper adopts panel data from 31 provinces during 2002-2011 years in the country, use Malmquist index by DEA model, explore the production efficiency of forestry in time and space during the nine years, and get the change of forestry science and technology progress brought to forestry production efficiency. From the time point of view,2003-2011 years, the national forestry productivity index has changed, the total factor productivity growth is faster in 2004 and 2005, the technical efficiency of the rapid growth in 2005 and 2009,the scale efficiency of the rapid growth in 2004 and 2009, the progress of technical growth is faster in 2004 and 2008. Forestry total factor productivity, technical efficiency, scale efficiency and forestry technical changerates, the average growth rate are respectively-15.1%,-9.7%,-10.2% and-6%,shows that period of each forestry production efficiency index has not achieved the optimal, and the degree of decline followed by total factor productivity>Forestry scale efficiency> Forestry technical efficiency>Forestry technological Innovation. From space, the production efficiency have also changed in different degree in different regions during the time. In province, Anhui, Fujian, Jiangxi, Qinghai, Ningxia and Xinjiang are the province of good forestry production efficiency;Xinjiang, Fujian and Anhui get rapid growth in comprehensive efficiency; Technical efficiency growth in Xinjiang, Shandong, Fujian is faster; The scale efficiency growth is faster in Shandong, Anhui and Xinjiang; the technological progress grows faster Gansu, Zhejiang and Fujian. From the regional point of view, the variation of each index growth trend in northwest area; forestry comprehensive production efficiency degradation in Northeast and North China, a small drop in East China area, South and southwest regions; forestry technical efficiency and scale efficiency drop faster in northeast and North China, East China, Central South region area and southwest area also drop slightly; forestry technical advance area in East China and northwest regions, the increase was only 2.8% and 3.5%; Forestry Technology degenerate widely in North China and Northeast, southwest and Central South region have small amplitude degradation.To compute the contribution rate of forestry science and technology progress in forestry economy, based on the Solow residual method, introduce the factors of forestry human capital accumulation and forestry industrial structure change in C-D production function,isolate the effects of forestry industry structure effect and forestry human capital accumulation effect from the broad forestry science and technology progress, explore the influence law of forestry science and technology progress to forestry economic growth. The results shows the forestry human capital accumulation effect on the contribution rate remained at around 9%, effects of contribution rate volatility is relatively smooth changes of forestry industrial structure, the contribution rate is small change in recent years, the forestry industry structure has no significant effect on the Chinese economic growth of forestry. Forestry investment in fixed assets of the average contribution rate is 61.47%, and shows the growth of Chinese forestry economic is dependent on forestry investment in fixed assets. The narrow sense of forestry science and technology progress contribution average rate is 15.34%,and it is still low to China forestry economic growth in contribution rate, the weak trend in forestry economic growth has not changed significantly, the stability and its contribution rate is very fragile. Finally, put forward several policies and suggestions to promote the development of forestry economy to be faster and better.
