In order to protect arable land, maintaining the structure land, to ensure the security of food, the farmland protection policy is lay down strictly by state gradually to full the land occupied by the process of urbanization.In2004the State Council issued "the decision on deepening reform of strictly management of land "which is put forward that the encourage of consolidation on rural construction land and the linkness between the increase of urban construction land and the decrease of rural construction land, The Country began to hang out the policy about the linkness of on urban and rural construction.During the operation of policy, many localities light the quality of cultivated land and weight the indicators linked. Therefore, the benefits (including social, economic, ecological) of the implementation of the project is the major issues which is concerned to us,and it is one of the most controversial issues.For the policy is carrying out,which is still at the exploratory-stage, there is less experience to study, the domestic scholars of research direction is gradually carrying out research on the mode of operation, land consolidation, the benefit of land consolidation, the problems that carried out wihle participates in the problem, but the study of the old village reclamation is lacking. therefore,we take the benefit of the reclamation of old village as the research subject, and take the East Town in Minqing County for exemple, to study the influence of benefit of old village reclamation and its development trend in the implementation of work, to provide an evaluation method for the benefits (including social, economic, ecological benefit) of the project, to lead us more rationak scientific implementation of the policy,and maximize the implementation benefit of the policy.Take the East Town in Minqing County for exemple, we get the evaluation data by technology of RS and GIS.and the evaluation index system of benefits is Established by Delphi method, AHP and Fuzzy evaluation method, selects6indexes as the impact factor from the three aspects of social, economic and ecological benefit. And with the application of comparative analysis, causal analysis, logical framework. With the mathematical tools, the old village reclamation’s social, economic, ecological benefit are analysised quantitatively. The conclusions are as follows:With the implementation of the project, the idle wasted inefficient use of rural settlements is demolited, for the reclamation of arable land, the land utilization rate is improved. The construction of agricultural infrastructure, the production and living conditions of farmers is improved too, the income of resident on the study area has been promoted. After evaluation, the comprehensive benefit of the study area was increased from52.66to74.44, a growth rate of41.37%, from3A up to4A level, the implementation of the policy in the study area has good benefit.The score of social benefit has increased from40.54to73.85, with growth rate of82.13%, from2A up to3A level, the implementation of the project supports the new rural construction, the level of intensive use of land has been greatly improved, the structure of landuse has a very good improvement, the project achieved a remarkable social benefits.The economic benefit was increased from53.37to76.88, a growth rate of44.05%, from3A up to4A level, most of the old village located on good farmland; farmers obtained subsidies; the cultivated land back to farmers; the implementation of project created some employment, they can get some extra income. After the implementation of policy, the benefits of economic has improved.The benefit of Ecological rose from53to70.63, with growth rate of33.26%, the implementation of the project has improved the conservation of water and soil、 Drought and waterlogging on the study area, increased the continuity of the farmland landscape, the implementation of policy brings the benifitable ecological.
