Grain Subsidy Policy In Beijing

"Three agricultural problems" has been the fundamental problem related to the future and destinyof China, and a short board of the target on establishing the overall well-off society. It is obviously tosee that agriculture plays an important role in China by the fact that the No.1Document issued from2004to2013focused on "Three agricultural problems". China has7%of the world’s land, whereas theyhave21%of the world’s population. The contury must face the critical question that keeping theagriculture developed sustainly and constructing harmonious villages based on the current economicstatus. As a part of the agriculture sustainable development, the grain industry must be the mostimportant part.Many countries in the world, especially developed countries, usually adopt the grain subsidypolicy directly in grain production. The direct grain subsidy policy root from2000in China, conduct thepilot reform in the nine major grain-producing Provinces in2001, and implemented comprehensively in2004. Taken Daxing District of Beijing as an example, the impacts and shortcomings on the grainplantation of the farmers revealed since the direct grain subsidy policy implementation; householdssurvey and data collection about the current situation on the direct grain subsidy policy in DaxingDistrict conduct by the means of literature study, questionaires, AHP; the existing problems in executiondisclosed, for example unspecific and imperfect of the policy design, no significant increasement of thepolicy performances for the small scale of agriculture business, agricultural scale production blocked bythe current subsidy methods and so on. Finally some advices pointed out to solve the problems, likestabilize the subsidy policy, strengthen subsidy administration, promote the structure adjustment, directsubsidy to the advantage industry, enhance the subsidy to the scale production, encourage and guide thegrain scale production. It assumed that the direct grain subsidy polidy in Beijing will be improved bythe above measures, and the development and special effects of grain industry in Beijing as well.
