Evaluation System On Grade Quality Of Tobacco Leaves In Yunna Province

Over the last decade, the tobacco industry in China experienced rapid development. The entire industry turned over716.6billion Yuan to the state finance only in year2012. However, because of the impact of the national economy downturn, the industry development was lagged in recent years. In order to maintain the healthy and stable development of the tobacco industry, STMA(State Tobacco Monopoly Administration) proposed a "Upgraded Cigarette" industry development strategy based on current situation, In terms of the cigarette production and quality, Yunnan is the number one province in the country, naturally become the key area of the "Upgraded Cigarette" strategy, especially at "Upgraded Raw Material Supply" aspect, which is one of the five main point of the strategy. Therefore, establish of a systemic tobacco quality grade evaluation system not only has theoretical significance, but also has practical significance, it is helpful in analysis and understanding of the tobacco leaf quality grade, it shows the tobacco production and cultivation status, it also reflects the influence of local policy towards the tobacco grades in Yunnan province.In this paper, the related reports on tobacco leaf quality grade were reviewed. Theory and methods such as field trips, mathematical statistics, frequency statistics, questionnaire and consulting experts were used to select and settle eight key evaluation indicators, including the secondary grade inspection, temperature, precipitation, total acquisition, varieties, grade qualified rate, local benefits and soil. This paper established a tobacco quality grade evaluation system based on these indicators, tobacco quality grade of any producing area in Yunnan can be evaluated and simply showed as five levels by using this system. Afterwards, the author uses one of the tobacco producing area:Baoshan, Yunnan as an sample in the empirical research of the tobacco quality grade evaluation system. Using this evaluation system, the comprehensive evaluation value of tobacco quality grade for Baoshan is0.987, it indicates that tobacco quality grade in this area is higher than most of other areas, all key indicators are in the excellent level.
