The theory of enterprise culture was popular with enterprise at early days when it was brought into China in the80’s, which was regarded as competition means to maintain competitiveness in the fierce market. However, most Chinese enterprises didn’t have a deep understanding of the theoretical knowledge, so they couldn’t study further in practice, either. For the reasons, on the one hand the author thinks the establishment and profit of enterprise culture is a long-term process, it is hard for many enterprises to stick to the long-term construction in such a high-speed economic development time. On the other hand, because of the special environment of the domestic market economy, it is not feasible to copy foreign enterprise culture results. Therefore enterprise culture theory does not have a model or template for reference, so that many domestic enterprises have a fuzzy feeling of the basic concept of enterprise culture theory, they segmentarily consider strengthening the construction of landmark buildings, slogans and logos equals to the enterprise cultural construction. Meanwhile, the building of enterprise culture usually is set in the propaganda department, so there is no effective return. Learning Organization Theory provides a reference for the construction of enterprise culture, developing a new idea of our enterprise culture construction. With the same purpose and action object, characteristics and elements of organization learning, the two theories can be used as reference for the enterprise culture construction. Meanwhile, as a flag of the state-owned enterprises, China’s oil companies have gained an accumulation of petroleum enterprise culture in the growth and development, which is very worthy for the domestic enterprises to learn from. In addition, how to seek new development is the primary problem the oil petroleum companies are facing to. Based on the above three points, the author discusses from a perspective of the learning organization theory, taking China’s petroleum enterprises as examples and the construction of China’s petroleum enterprise culture as the foothold.Firstly, this paper gives an overview of learning organization theory and the theory of enterprise culture, summerizes the development and the domestic research status of the two theories and the present situation of China’s petroleum enterprise culture, sums up the early achievements of China’s petroleum enterprises. Secondly, the author discusses the relationship between enterprise culture theory and learning organization theory. The two theories are both management theories, playing complementary roles in practice, so construction of learning organization is a part of the enterprise culture construction, so to build enterprise culture is to set up learning organization. Combined with the fact that the construction of China’s petroleum enterprise culture must first understand the formation and development of China’s petroleum enterprises and unique characteristics, this paper divides the development of China’s petroleum enterprises into five stages to explain, analyzing the early military culture and exhibition culture characteristic of China’s petroleum enterprises. Meanwhile, the author deeply analyzes the culture construction and the existing problems and influence factors of China’s petroleum enterprises, fully demonstrates the necessity for the learning organization construction of China’s petroleum enterprise culture, in the perspective of learning organization for the petroleum enterprise culture construction, we should have innovative ideas, people-oriented to create humanistic learning atmosphere. When constructing enterprise system culture and behavior culture, the improvement of the staff’s spiritual culture and material culture of shoud be kept pace, making an significant development for the petroleum companies in the enterprise culture construction, to cope with increasingly fierce competition situation in the future.
