With the development of society and economy, human resources management hasbecome the core of the management of human resources in21st Century, has been paidmore and more attention, is considered to be "the first resource". Market economy is thehuman resources management of enterprises put forward new requirements, theimplementation of the performance appraisal, pay attention to enhance performance is animportant guarantee for enterprises to promote themselves and to reach their strategicobjectives. Middle managers play a decisive role in the enterprise, are the backbone of theenterprise, how to optimize and improve the middle management incentive system, andfully mobilize the enthusiasm of middle management staff, improve human resourcesdevelopment and utilization level, is at present a lot of enterprises in the human resourcesmanagement problems.JL group co., LTD is a large central state-owned enterprises, it has a distinct corporateculture and deep talent accumulation, with high qualification, high ability of the staff,especially the middle management personnel as the backbone of enterprises.. But, as astate-owned enterprise especially the military enterprise, JL company also inevitably exist"disease" of state-owned enterprises, in such aspects as enterprise management, the staffideology more or less with the planned economy, and motivation to meet the demand of themarket competition also has certain gap, in middle management personnel managementand have problems to be solved.Paper based on the analysis of performance evaluation and motivation, on the basis ofrelevant theories, through the assessment on JL company existing middle managers, inspirethe analysis of existing problems, diagnosis, and on this basis, put forward accord with theactual situation of JL group company middle managers of assessment and incentiveschemes.
