Human resource is the most elementary resource of various resources, and it has been the significant support for enterprises to normally function, as well as the core content of management activities. Currently, numerous scholars have deeply studied on human resource risk and got abundant achievement, including results on human resource risk. Compared with the research, the outcome of how these risks mutually affect each other is not given. There is enough space for scholars to go further. Therefore, with the support of the National Natural Science Foundation (71071054) named "Enterprise Project Chain Risk Elements Transmission Theory and Application Research Under Informationization Environment", this paper chiefly studies risk transfer of human resource and aims to improve the current method system of human resource risk management and its shortage, broaden the application fields of risk transfer theory and rich its exsiting research contents. Considering the dynamic transitivity of risk in human resource management activity, based on the roundly stated risk element and the theory of risk transfer, this paper completely proposes the human resource risk elements, basic classification, measurement and analyze the transmission pattern of human resource risk element. With establishing the human resource risk transfer model based on Modified Matter Element Analysis and its calculation result, the thinking of risk transfer theory and the influence of transmission is intuitively described. The results show that this research method which based on the risk transmission theory has broken the limitation of the traditional method that always separate links in each aspect of human resource management and has made human resource management system more systematic and comprehensive. To some extent, this method provides human resource manager with more comprehensive risk information to enhance the level of enterprise risk management.
