In recent years, China’s Marine products exportation remains stable growth. In2012, the volume of exportation had reached3.68million tons, rising27.78%fromlast year, income volume of exportation was$18.1181billion, rising16.50%from lastyear. The growth of marine products exportation has significant effects on fishery andagricultural economy development and help raising the income of urban and ruralresidents. Meanwhile, the issue of sustainable development of marine fisheryresources gains more and more attention, the national fisheries development11th,12th five-year plan put forward "to promote sustainable development of fishery"“todevelop ecological civilization of fishery economy" as future goals.However, therising scale of Marine products exportation is bringing more and more pressure onChina’s Marine fishery resources, causing decline of functional services of Marinefishery ecosystem. Thus, ecological loss of marine fishery resources and marineecosystem increased.Under the above background, this paper studies ecological value loss of marineproducts exportation out of the perspective of ecological valuation. The paper alsostudies compensation rate standards under UPP responsibility for the ecological losscaused by marine products exportation.First of all, within the framework of the ecological system function by UNESCO,the paper defines the ecological functions and ecological losses of marine productsexportation. Then taking kelp products for example,the paper builds the evaluationmodel of ecological loss of Marine products exportation: using market value methodand alternative price method to determine the ecological service value and ecologicalloss, using the analytic hierarchy process to assess the total ecological according tothe weight of different kinds os ecological losses.Then, based the ecological value loss evaluation model, the paper takes kelpproducts for example to evaluate ecological value loss of marine exportation productsin2006-2011and come to the conclusion: the ecological loss fluctuates from2006-2011, but the overall trend is declining. Among them,2008reached themaximum value of1.78291billion yuan, while in2011for the minimum value of 1.24887billion yuan. Comparing the results of2006and2011, the ecological valueloss of kelp products exportation reduces,while the export trade volume increases,and the ecological value loss rate decreased from9.42%to6.68%.As a result, thewelfare of the whole society improves.The scale of ecological loss depends on thescale of marine products exportation. Therefore, under the background of advancingmarine products exportation, to improve the unit yield and add value of marineproducts to achieve the max profit under the certain scale of exportation, namely toachieve the max economic efficiency under a certain ecological value loss, is the bestway to improve the overall level of social welfare in China. Through theestablishment of compensation mechanism and balance of "economic account"income and "ecological account" loss, the sustainable development of economy,society and ecology can be achieved.Finally, in view of the sea products export trade in our country ecological valueloss, the paper studies the compensation standard of ecological loss of marineproducts exportation.Based on the analysis of the compensation effect and lessonsfrom international experience, the paper builds the determination model ofcompensation rate standard interval under UPP responsibility.Using Peer curve modelto determine the compensation adjustment coefficient of ecological loss adjustmentcoefficient, and calculate the compensation tax rate based on the adjustmentcoefficient,ecological loss and exportation income of marine products. And take theminimum of the compensation rates during the study years as the left border of thecompensation standard range,and the average of the compensation rates as the rightborder. Taking kelp products for example, calculate the compensation standard ofecological loss of marine products exportation from2006to2011. According to thecompensation standard determining method, the compensation adjustment coefficientis between0.37-0.4, and the compensation standard interval is [2.78%,3.27%].In theend, the paper gives advices on procedures on the establishment of compensationstandard of ecological loss of marine products exportation in China, as well as theadjustment mechanism and safeguard measures.
