Housing security is an important part of social security.Providing a safe and stable livingenvironment for every family should be the responsibility of government。Housing issuesrelated to people’s livelihood.Solving the housing problems of people, especially low-incomegroups is essential for social development and stability.To this end, a series of policies andmeasures have been introduced and implemented. Especially in recent years, localgovernments have made more efforts to build affordable housing.Housing security systemmade up of low-rent housing, economically affordable housing,public rental housing andprice-limited housing has basically established。With the rapid development of housing reform and real estate market, People’s housingconditions have been greatly improved,especially that low-rent housing play an important roleto safeguard low-income families. Low-rent housing targeted at low-income families has beencalled the "last a safety net"of housing security. Currently, public rental housing is still at apreliminary stage of development, price-limited housing is only implemented in Beijing,Tianjin, Guangzhou, Chengdu and a few other cities.Both of them have not played a role, incontrast, economically affordable housing and low-rent housing are the main forms ofhousing security.In fact, since2007, the focus of housing security has transferred fromeconomically affordable housing to the low-rent housing, devoting more resources to theconstruction of low-rent housing, as a result,low-rent housing has become the focal point ofChina’s housing security. Even though in2014,the amalgamation policy of low-rent housingand public rental housing was proposed, the families with poor housing conditions andeconomic conditions still have the priority," low-rent housing " is still an important part ofChina’s housing security.In2009, the state enhanced the level of protection of low-rent housing and decomposedthe task to every provinces,which made higher requirements for local government financialinvestment.However, in the background of tax reform being further promoted,local financialsupport being unbearable,low-rent housing with co-ownership by shares came into being. Inthis paper, the basic evaluation criteria of low-rent housing with co-ownership by shares is putforward. On this basis, we will analyse the causes of the problem and explore solutions.Thispaper is divided into four parts.The first part is the value orientation and evaluation criteria oflow-rent housing supply mode.The second part mainly analyses the real value of low-renthousing with co-ownership by shares.The third part is focused on the analysis of low-renthousing with co-ownership by shares in Changchun.The last part maily discusses how toimprove the new supply mode.This paper based on survey results attempts to analyse thereasons for the lack of effectiveness,and puts forward recommendations,which should bedesigned to make the low-rent housing supply,even the security housing more effective, sothat more low-income families will receive housing support.
