Shanghai takes the lead in the implementation of low-rent housing system, marked by "common property" economy is applicable housing, public rental housing construction for periodic the difficult people, in the supply of large-scale resettlement family placed as an object of resettlement housing, constructed with Shanghai characteristics, the "four one" accords with the practice of Shanghai housing security system.Among them, the low-rent housing system as the lowest income family to solve housing problem of the effective ways, was widely advance and development.Advancing along with the development of Shanghai low-rent housing, low-rent housing and rent are also further expanded, the proportion of low-rent homes of real and potential demand gradually increase.In recent years, the low-rent housing and rent has become the focus of the Shanghai's housing safeguard work.Shanghai on goals to expand the scale of the object and task requirements, on the one hand, is focused on the system arrangement, to adjust and perfect the system of relevant policy, attaches great importance to the work practice, on the other hand, in conjunction with the support of district (county), low-rent housing and rent work in combination with comprehensive review work away, has obtained certain achievements.As of the end of 2015, Shanghai low-rent housing in kind with a total of almost 9000 households and a rent ratio of 16.5%.However, the Shanghai housing and rent some deficiencies still exist in the actual operation process, it is the existence of these problems, led to the physical distribution of low-rent housing rent cannot give full play to its function.This article was based on this background, the physical distribution of low-rent housing rent in Shanghai model to the case for the in-depth analysis and research, the main job of this paper can be summarized as four aspects:first, the theoretical analysis, the physical distribution of low-rent housing rent, summarized the related problems of scholars both at home and abroad and summarizing, and expounds the concept of physical distribution of low-rent housing rent and the related theory;Second, about the present situation of physical distribution of low-rent housing rent in Shanghai was analyzed, and the specific balance raise, scope of supply, housing subsidies, lease management to analyze the four aspects;Again, the current physical distribution of low-rent housing rent in Shanghai were summarized and the existing problems, including low allocation efficiency, room size can't meet the needs of residents, tenants out of difficulty. On this basis,analysize the cause of above existing problems from the distribution of the object, the supply of housing,rental and rental agreement implementation and other aspects of the implementation; Finally, in the full reference group "house" in Singapore, the Hong Kong public housing, public rental housing in chongqing and mode, on the basis of put forward the perfect low-rent housing in Shanghai and rent of countermeasures, including definite object of physical distribution of low-rent housing rent, adjust the door model the proportion of moderate expansion door area, to set up the rent affordable, based on the ability of gradient guarantee rent standard, strengthen the post supply management of physical distribution of low-rent housing rent.Through the application of these measures and implementation, to a certain extent, solve the existing problems in the physical distribution of low-rent housing rent in Shanghai, and efficiency.
