As a result of the social welfare of low-rent housing, thedevelopment and construction financing of low-rent housing project isstill the financial allocation, social security funds and other policy-basedfunds. Pressure becomes the inevitable Problem for all levels ofgovernment, According to the traditional sources of finding low-costhousing has been far from problem-solving, then explore new financingchannels becomes a new topic. According to China’s current situation,Government as the only supplier of the main low-cost housing cannotbe realized, as the number of demand increases, Low-rent housingdemand and supply become increasingly acute contradictions,introduce the private sector to build low-rent housing through marketprovide a realistic field conditions. And drawing on Western developedcountries in PPP mode operation of the Project success. Throughgovernment departments and the private sector’s have completed theconstruction of low-rent housing in PPP cooperation, In the cooperationprocess, The two sides adhering to the risk-sharing, the principle ofmutual benefit, Government departments grant the Private sector tofranchises for a certain period, The private sector through theconstruction, maintenance and operation of low-cost housing projectfor a commercial profit, ensure that Public-Private Partnership can bemore stable and healthy development.This article on low-cost housing areas of public goods, In the analysisof the theory of Public goods and private capital investment on the basis of motivation theory, Proposed Public-Private-Partnership mode offinancing to complete the construction of china’s low-rent housing.paper based on collecting consulting a large number of documentsbasis, analyze and summarize the construction of low-rent housingdevelopments and the main problem at present, PPP modelcharacteristics and operation mode and the PPP model in theapplication of low-rent housing construction feasibility and necessity;Secondly, Analysis the low-rent housing PPP project construction ofpossible risk factors, use of WBS-RBS method to identify risk factors, with5classes of23risk variables, and on this basis, design the questionnaireabout the importance risk in the low-rent housing PPP project. Thequestionnaire survey to government departments, staff and businessstaff mainly to the raw data collected by SPSS17.0software factoranalysis, clustering multiple risk factors, and qualitative analysis of theresults, and ultimately PPP projects of low-rent housing to determine thekey risk factors; the third, according to the results of risk analysis andgenerally recognized by domestic and international risk-sharingprinciples and framework, In the use of game theory to analyze the riskof different responses of the parties to the risk, and the projectparticipants response on the risks they face and what is the appropriatecorresponding measures, and design a reasonable risk-sharing programfor the key risk factors identified, to ensure that the project is successfullycompleted.
