Gross domestic product (GDP) is a measurement of a country’s economic development level and a main reference index of macroeconomic policy, but due to various reasons, there are always some production activities that have not been measured in GDP. The existences of non-observed economy affect accuracy of GDP data. These economic activities with concealment and particularity, so government departments are difficult to measure its scale. Therefore the researchers in recent years emphasis on accurate calculation and measurement of non-observed economy.This paper, on the basis of research results inland and abroad, briefly introduces the concept, classification and influencing factors of the non-observed economy. Summarizing the measurement approach of non-observed economic and combining with the reality of the Inner Mongolia autonomous region, this paper uses the method of discrepancy between national expenditure and income, freight volume analysis, MIMIC model method for the determination of the Inner Mongolia autonomous region, and analyses the applicability of the three methods. Through MIMIC model, it gets a conclusion of the main influence factors in Inner Mongolia non-observed economy including the tax burden, the informal economy and the degree of government regulation. With the problems in the process of measurement and the final results, this paper offers some proposals.
