Research On The Level Evolution And Coordinated Development Of "the Four Modernizations" In Liaoning Province

The coordinated development of the new industrialization, new urbanization, agriculturalmodernization and smart city is the way of today’s China strategy. In order to promote goodeconomic development must take the "four modernizations" coordinated, synchronizeddevelopment. Liaoning Province has entered a new stage of industrialization, urbanization hasbeen steadily developing, the development of information technology but also to the wisdomof the economic development of Liaoning Province has brought new opportunities, promotingthe development of modern agriculture and steady development of the agricultural sector,farmers’ income has also been improved gradually. However, the level of development of the"four modernizations" mixed in Liaoning Province, which resulted in a lack of coordination"four modernizations" synchronous development. In order to promote the healthy and rapideconomic development in Liaoning Province, the paper is based on the relevant literature,combined with systems theory, the coordinated development of theory and other theories, usethe TOPSIS theory to calculate the "four modernizations" comprehensive index and thecoordinated development model to evaluate the level of development and the coordinatedstate in Liaoning Province and its14cities from2004to2011.The following conclusions:1. Through computational analysis, find that the level of development of the "fourmodernizations" Liaoning Province in the new urbanization, industrialization andurbanization new level of intelligence showing a clear upward trend, but the level ofagricultural modernization is relatively flat, the level of development of the city in which thewisdom of the rise highest. From the view of space, the "four modernizations" developmentof every city is always in a stable upward trend. Due to the advantages of regional economicdevelopment, Shenyang and Dalian’s "four modernizations" level have been in the leadingposition, the level of development of each northwestern areas are not high.2. The "four modernizations" Coordination shows a gradually upward trend in LiaoningProvince. It is in the state of unbalance rose to the well-coordinated from2004to2011,showing a good momentum transfer in the dynamics. The "three modernizations" and "twomodernizations" coordinating state are gradually improved, their rising rates are very greatand the have the high goodness of fit, they all come into the well-coordinated state in2011.rom the view of space, the "four modernizations" coordination in the middle and south ofLiaoning province is relatively high, the coordination in Dalian is relatively stable, it’s always in the state of middle coordinating state; the coordination in Shenyang is gradually turningbetter. Contrast cities in the province, Dalian, Dandong, Jinzhou’s coordination level is higher,but Dalian is belong to the high levels coordination, Dandong and Jinzhou are belong to themedium level coordination; Chaoyang’s "four modernizations" Coordination is relativelystable, and in a relatively a high level of coordination, but it belongs to the low levelcoordination; Fuxin, Liaoyang and Huludao have been in a state of serious disorders, theyneed for further improvement.3. From the development of Liaoning province’s current state, the development of theagricultural modernization and new industrialization have lagged in new urbanization andurban intelligence’s growth rate, weak agricultural infrastructure, industrial technologycontent is not high, the waste of resources and the serious pollution of environment are all theproblems. Under the influence of central policy, a steady increase in urbanizationdevelopment and the potential of urban intelligence, there is a certain degree ofcompetitiveness.
