Throughout the past20years, the mainstream of China’s real estate market is residential development. Unlike simple " development-sales " model of residential development, the development of the HOPSCA will be paid more attention to how to hold and operate in the future, and it is a process of value increasing. In recent years, with the rapid development of urbanization, the HOPSCA has shown unique advantages in terms of maximizing the value of the land and sharing the city excellent resource, It has made remarkable achievements, such as the Mixc city of Shenzhen, Beijing Trade Central and Ningbo Wanda Plaza and so on. The success of these classic projects changes the development of the HOPSCA from theory to reality. The HOPSCA greatly stimulates the economic development of the city and causes the attention of the government and developers.In a sense, the city’s competition is the competition of the HOPSCA now. However, the current development of domestic shows speed, irrational characteristics, and failure cases are common. Now, the development and management of the HOPSCA exists following questions:The wrong selection of the site; The position is not clear; The plan and design sameness; The business model is unreasonable; No attention to attract investment and so on. These issues are also the key problem during the development and management of the HOPSCA. Therefore, this paper proposes some specific suggestions:The choose of project’s site should be taken a full consideration about the impact of the city and region; project-position should meet the development needs of the HOPSCA; plan and design should be forward-looking and integrated into the local specialties; attract investment should focus on the anchor store and pay attention to the relationship between profits and risks; the business model is very important, especially commercial property should take the way of lease. In addition, this paper also discusses the development rational sequence selection and the integration of the development and management aspects. Finally, take the Mixc of Hangzhou as the example, this article also analyzes its development sequence, the aspect of development and management, and also the effect of operation since its opening.
