Research On The Role Of Government In The Process Of Collaborative Innovation-a Case Study Of Guangxi Beibu Gulf Economic Zone

In the new circumstances of technical economy deeps into the globe increasingly, collaborative innovation has become an effective way to integrate resources and increase the efficiency of innovation. The key of lifting our country’s innovation ability and making our country as an innovative country needs to promote the deep interaction and cooperation among enterprise, university, research organization, government and intermediary actively, and enhance the innovation level of subjects. At present, the full-scale and normalized cooperative relations have not yet built among the innovational subjects which including government, industry, university and research organization, and the marketization and industrialization of technical achievement expressing in regional innovation of our country are not enough. How about the development degree of collaborative innovation of Beibu Gulf Economic Zone? And how shall the government play a role in creating a favorable environment, harmonizing the interaction among enterprise, university and research organization to promote the procedure of collaborative innovation smoothly? These are the chief problems need to face for the collaborative innovation. This article will discuss the development situations, influencing factors and the problems existing in all innovation subjects of collaborative innovation in present Beibu Gulf Economic Zone from the perspective of above. What’s more, it will also put forward some countermeasures to lift the ability of governmental collaborative innovation from the same perspective too.Fist of all, this article narrates the definition, structure, theory and mechanism of collaborative innovation on the theoretical side, and analyzes the development situation and current problems of collaborative innovation in present Beibu Gulf Economic Zone. Then on the base of compound system and coordination theory, this article calculates the coordination degree of innovation subjects of Guangxi Beibu Gulf Economic Zone in the year of2008-2012, and analyze the change of subsystem’s order parameter and the variation trend of all subsystem harmonious in the four cities’ innovation subjects from the vertical way. The Empirical results show that the coordination degree of collaborative innovation system had gone through from inharmonious to harmonious development step by step in Beibu Gulf Economic Zone from the year2008to2012, but generally speaking, the degree of collaborative innovation is not high; the harmony values of Nanning collaborative innovation system beyond the other three cities, it’s said that Beihai, Qinzhou and Fangcheng port are taking the second place, they all have the same characteristic of imbalance development. According to the results of assessment, this article puts forward some countermeasures to lift the ability of governmental collaborative innovation in Beibu Gulf Economic, and attempt to provide some reference for government to push the collaborative innovation of Beibu Gulf Economic Zone.
