Since the post-crisis era, the global economy has fell into a double-dip recession, the slowly recovery of industry, complexitily fluctuations of the economy prosperity has become a typical feature of economic development. Meanwhile, scientific and technical updating accelerated, the explosive growth of the stock of knowledge makes the competitive structure and focus of the industry has a undergone profound changes, it transfer the strategic focus of the enterprise from concern of material resources to maintaining and exploitation of innovative human capital, development of technology staff has become a fierce competition key to select the active position to win.This paper uses research results of job embeddedness, by redesigning career development system of S&T staff to improving the level of job embeddedness, finally achiveing the goals of long-term retention and development.The article is divided into five parts:The first chapter introduces the research background and significance, reviews the theory of job embeddedness, present content of research, ideas, innovation. The second chapter describes the definition of S&T personnel, job embeddedness theory, traceability and progress of career development theory and explain the structure type, development type of career theory, pave the way for the design system;The third chapter put forward the necessity of reconstruction of career management model and analysis adaptability of embedded theoretical on career research,elaborate interaction between link, fit, sacrifice and career development, finally to construct a new career development system, while proposed strategy of double embeddedness;The fourth chapter,it takes XE company as an example,makes application research of the career development system. Through the investigation of XE company S&T personnel career development status, to determine main idea and core, put the career development channel, rules and standards of promotion, post qualification into practice. The fifth chapter, conclusions of the study were summarized, it points out deficiencies and future improvement.
