Research On The SMEs Cluster Innovation Ability Evaluation And Promotion Strategy

The cluster of small and medium enterprises refers to the same industry or relatedindustry which locates on or nearly, forming agglomeration network because of division oflabor and cooperation. Compared with the small and medium-sized enterprises which aredecentralized and managed and fight the enemy separately, the cluster of small and mediumenterprises highlights the advantages. For example, the enterprise cluster can rationallyallocate market resources, and rationally use the essential factors for producing. However, weaffirm the outstanding contributions of the economic development which are made by thecluster of small and medium-sized enterprises. At the same time, we must also admit someproblems that exist in the development of enterprise cluster, the internal management of theenterprise cluster is confused, although the enterprise cluster is helpful to promote theinnovation, but the innovation capability of most of the small and medium-sized enterprisecluster is still not high. Innovation is the only way to develop the enterprise cluster, using theadvantages of its own innovation, producing different production, maintaining the longcompetitive advantages of enterprises cluster, and realizing the sustainable development ofsmall and medium enterprises clusters.Based on the theories related to technological innovation ability of the small andmedium-sized enterprises at home and abroad, combined with the present situation and theexisting problems of SMEs clusters innovation in China, and on this basis, through therelevant document research, it analyzes the main influence factors of the innovation ability ofsmall and medium-sized enterprise cluster. The main factors include the innovation of humanand material resources, innovation environment factors, and other social factors. According tothese factors the evaluation index system of the small and medium-sized enterprise clusterinnovation ability is established, including the R&D investment, investment in fixed assets,and it builds the evaluation model of enterprise cluster innovation evaluation in accordancewith its characteristics, then, evaluated and empirically analyzes the innovation ability of partsof the enterprise cluster in Heilongjiang, applies the model combined with the developmentstatus of Heilongjiang province high tech development zone. Finally, it puts forward effectivestrategies of cultivating innovation ability of small and medium-sized enterprises in China,including increasing investment in innovation of small and medium-sized enterprises cluster, strengthening the independent innovation consciousness of the small and medium enterprisescluster, strengthening cooperation innovation capability of the small and medium enterprisescluster, and improving the innovation system of the SMEs cluster.
