Performance Evaluation Of Agricultural Catatrophe Risk Insurance Policy

China is an agricultural country, and the agricultural natural disasters happen frequently. It is of great significance to evaluate the performance of agricultural catastrophe risk security policy and make the corresponding improvement for safeguarding farmers’income, improving the efficiency of government and the development of policy-related agricultural insurance. At present, the domestic study of agricultural catastrophe risk safeguard is already relatively mature, but few research in view of the agricultural catastrophe risk safeguard policy evaluation. Mostly belongs to the qualitative research, lack of relative scientific and reasonable performance evaluation system of policy, which is not conducive to the long-term development of agricultural catastrophe risk security policy. This paper combines the method of qualitative and quantitative, synthesizes the theory of quasi public goods and performance evaluation of government public policy, based on economy, efficiency and fairness, the paper uses the analytic hierarchy process (AHP) to build the performance evaluation system of agricultural catastrophe risk security policy. The text is divided into the following five parts.First of all, from the view of the background and the significance, the paper reviews and combines the agricultural catastrophe risk dispersion performance evaluation of research and related policy related literature. Secondly, the paper defines the relevant concepts about agricultural catastrophe risk, catastrophe risk protection policies and agriculture agricultural catastrophe risk insurance policy performance evaluation, leads to implications of performance evaluation of agricultural catastrophe risk insurance policy, and then puts forward the theoretical basis of the evaluation of performance evaluation. Thirdly, the paper presents the principles of assessment, evaluation research methods to economy, and builds performance evaluation system of agricultural catastrophe risk insurance policy based on economy, efficiency, equity and sustainability. Then the paper combines with analytic hierarchy process (AHP) to calculate and sort the weight of the index system. In the fourth part, on the basis of the previous research, the paper comes to a conclusion about the resulting of agricultural catastrophe risk insurance policy performance evaluation system results in the province of Sichuan by combining various statistical data, the collection of data related indicators, collated and sorted. At last, the paper summarizes implementation results of agricultural catastrophe risk insurance policy in the province of Sichuan and puts forward specific policy recommendations.
