The Project Performance Evaluation For The Subsidy Project For The Preliminary Process Stage Of Agricultural Products In Producing Area In Xinjiang

In 2012, our country began to subsidize initial processing facility of agricultural products. Under the guidance of the policy, the initial processing level of agricultural products has been accelerated. Xinjiang is awarded more funds to make up among all provinces. The evaluation of the performance of the primary processing subsidy project of Xinjiang agricultural products has a high representativeness, which not only provides a reference for other similar regions to carry out project performance evaluation, but also enriches the research of the project performance evaluation index system.In this paper, the research object is initial processing subsidy project of Xinjiang agricultural product. The paper, based on consulting data and on-the-spot investigation, analyzes the background, the general situation and the effectiveness of project implementation and studies the theoretical basis, content and evaluation methods of project performance evaluation as well as establishes the performance evaluation index system of the preliminary processing subsidy project of agricultural products with university. The 18 indexes are selected from three aspects, including management performance, output performance and effect performance. And the fuzzy comprehensive evaluation method and analytic hierarchy process are used to evaluate. At last, the paper explains the evaluation system of project performance with the example of subsidy project of fruit and vegetable fresh-keeping storehouse in Jimsar County, Changji. The main conclusions are as follows:(1) Financial subsidies have a significant guiding role. As the central special funds continued to invest in the past few years, local government and farmers' funds raised by themselves maintain a high growth rate. Financial subsidies guide more subjects and more money to come into the project with its limited funds.(2) Through repeated comparison and selection, the project performance evaluation system have been finally determined. The index system can be used for different primary processing subsidy project of agricultural products with university. Different evaluation methods have different characteristics and scope of application. By comparing the AHP method, the index weight is determined and the fuzzy comprehensive method is used to carry out the comprehensive evaluation of the project.(3)With the performance evaluation of the subsidy project of the fruit and vegetable fresh-keeping storehouse in Jimsar County, the biggest membership of the management performance, the output performance and the effect performance are 0.8944,0.5336,0.8289 respectively. The evaluation results are excellent, excellent and good. The project has good effect, and more accurately reflects the impact of the project implementation as well as verifies the applicability of the evaluation method and index system.At last, the paper, based on the results of empirical research and understanding of the implementation of the project in Xinjiang, puts forward the following suggestions according to the implementation of primary processing project of Xinjiang agricultural products. The financing channels for the construction of facilities are broaden. The early processing facilities and the use of technical training are strengthened. Project supervision is strengthened to ensure the quality of the project. Propaganda is strengthened to improve the main idea of the project body. The publicity and information entry system are adhered.
