The Comprehensive Evaluation On The Development Level Of Chongqing’ New Urbanization

The traditional meaning of urbanization is the process which is the transfer of rural population to towns, reflected in the population of tilt. With the further development of China’s economy and society, a series of problems in the traditional urbanization emerged, such as Two structure in urban and rural areas, unbalanced regional development, the destruction of the ecological environment. So based on the development of human, the new urbanization appeared. At the same time, the eighteenth report also stressed that the new urbanization, new industrialization, agricultural modernization and informatization should be fused. Therefore, the strategic position of new urbanization is exceedingly obvious.Located in where the Changjiang River and Jialing River meet, Chongqing is not only the municipality in the west region of China, but one of the only two national coordinating urban and rural comprehensive reform pilot area, so Chongqing carries the first task on the new urbanization development. And City Hall also proposed "five Chongqing" and "one circle and two wings" plan. On the contrary, many problems need to be solved, like the imbalance of industrial structure, the unbalanced regional urbanization development, the insufficient radiation force of center city. As a result, a more scientific, more characteristic evaluation on the development level of Chongqing’ new urbanization come into being.On the basis of the macro background and existing research results, this paper combines with the new requirement of the urbanization and the development features to build a new urbanization evaluation index system of Chongqing’37districts. The index system includes3first class indexes,8two level indexes and23three level indicators. And then, this paper use factor analysis to get more comprehensive scientific evaluation indicators and calculate the district new urbanization comprehensive score by factor, In addition, scientifically classify the37districts and counties by cluster analysis to break away from the administrative division of "a circle and two wings". Eventually, based on the real situation of Chongqing’ special geography and the plan of new urbanization, this paper aim to make a program about new urbanization from the macro and micro levels, in order to promote the future new urbanization development of Chongqing.
