X comprises is a national-level research institute, owning some high-tech companies, the professional fields of which span from information security and secure communications. With opening the military market to an competitive normal market increasingly, X institute gets more and more challenges, and modernization of Chinese military goes into the "information" period. The brought presence of new "four modernizations" and the urgent need for its own development, A institute needs to restructure the financial management, from the previous account ways, into an oporational and administrative finance, from the emphasis on finance itself into the overall development, while focusing on strategic planning, risk management and resource allocation. Although X institute establishes a sound files system, introduces a pilot project management approach on basic accounting standardization work, a comprehensive budget management, military research and military infrastructure project management, financial management and other aspects of the holding company, but fails to form a system of financial management strategy and planning, unable to escort X institute for the rapid development.In this paper, it is an example that X institute is the national capital,by in-depth researching and case studies about enterprise financial management species composition, it establishes financial management model about the appropriate military authority line, centralization and decentralization, sets three-level organizational structure including evaluation and decision-making, management control layer, and business process layer. Through studies and analysis example of the project management, performance management, and value management, it forms project management methods about military research projects lifecycle management and balancing Scorecard evaluation assessment of military infrastructure. It establishes a "four unified" financial management and control model of holding companies. It forms a "three-step" industry consolidation recommendation,including internal integration, cleanup fourth stage companies and external acquisitions.Around this "top-level design-special upgrade" idea, X institute hopes to achieve further scientific of financial management and make management system become more efficiency. At the same time, it enhances the ability in the internal allocation of resources, continues to improve management innovation of enterprise management level, and improves to promote long-term mechanism further. X institute improve overall performance, and optimizes management processes to compensate for vulnerabilities significantly. It can effectively controll business costs, and constantly improve the financial performance indicators, value creation, market competitiveness improved significantly.Ultimately, through this research of this paper, it enhances the financial management of reference for state-owned enterprises, especially military research institutions.
