An Analysis On The Management Difficulties To The Development Of State-owned Shuren Guarantee Company And Its Countermeasures

China’s guarantee industry started in1990s. For more than two decades, it has undergone preliminary state-owned enterprise reform, rapid development during reform and opening-up, and recent economic crisis, forming management mode with its own industry characteristics.After Shuren Guarantee Company establishment, it learned from excellent companies of the industry and developed its own unique management mode. Apart from its development, it encountered many problems. Through continuous amendments and adjustments, the company finally formed current management system. However, as the external industry competition intensified and market growth slowed down, its management structure of "putting a patch" inevitably met numerous challenges, which restricted its development. Currently, it is urgent that the company optimize and reform the whole system from the base.This paper firstly points out the positioning of each participant in guarantee business, roughly sets forth the business mode, and stresses the asymmetry of risk and income emphasizing the importance that guarantee companies realize risk control through framework of management mode. After concrete introduction and analysis of the background and development reasons of guarantee industry, the paper not only demonstrates the necessity and significance of guarantee companies, but also reveals the environmental impact on guarantee companies to select management mode and risk income. Under such background, Shuren Guarantee Company was established and operated, gradually forming current management scheme.(1) The paper firstly finds out problems. Concerning the operation and management of Shuren Company, the paper firstly introduces static management mode by organization and function. Then it expounds dynamic business flow and risk control flow. The combination of the above contents shows current management mode of Shuren Company. Later, it displays longitudinal description and comparison of the operation performance and general management mode of each period. In light of the management mode and mature management experience of leading enterprises in small regions and China at large, the paper displays lateral comparison with Shuren Company. Based on the two comparisons, it explores the problems of management.(2) Analyze problems. Using qualitative analysis method to summarize concrete manifestations of poor performance. Through exposing the difference of data and appearance form, summarizing the influential factors and deeper common reasons.(3) Resolve problems. After comparing the management scheme of other excellent companies, Reconstructing Shuren Company’s organization structure with core idea of "professional division of labor" and putting new functions into effect. Under new framework, to optimize and adjust business flow as well as the corresponding management system, so as to solve problems encountered in analysis.Through such optimization and adjustment, Shuren Company solved management problems and consolidated its foundation. Besides, it overcame many drawbacks caused by rapid development of preliminary business scale and company scale, which is the core value of the research. Moreover, the paper describes the management mode of guarantee companies in details and analyzes the changes of management mode of Shuren Company during the past years, which may be referential for other guarantee companies. Compared with other research papers, this paper, regardless of pure management theory, puts forward a complete set of management scheme, which can be directly applied. Therefore, this paper not only makes up the shortages in practicability of similar researches, but also provides guidance for financial companies lacking in mature management modes.
