Since the deepening of reform and opening-up, development of national economy has grown increasingly fast. However the gap of incomes between residents of city and countryside is also growing. There are many reasons, such as the difference of geographical position, the uneven distribution of resources and the distinctive of policy among city and countryside. The disparity in earning of labor is not the only embodiment of this gap, the huge chasm of capital income between them can show the same things. Exclude the nature distinction of the intrinsic commercial value of property in city and countryside for market-oriented economy, distinct policies can be the most important influencing factor that caused this issue. In a lot of discrepancy policies. Those, which respect to land issue or things immovably attached to the land, made the greatest effect and led to the consequences that the land property rights of rural communities could not be validly protected in many ways. It also resulted in the dissimilarity of land property value and the profit by the free flow of them. On the one hand, about the right of land in countryside, the rights to contract for management and the rights to use of land of rural communities don’t have a clear explanation in laws, despite many precedents in practices, many land property of rural communities could be scrabbled by the powerful in countryside because of the unclear definition about the ownership of land in laws, on the other hand, about things immovably attached to the land, according to law the buildings that construct by rural communities at cropland should not be traded on market, thus the land property rights of rural communities is not effectively complete. So they can not reap proceeds form their real property.Writer started to pay close attention to the questions about the protection for rights and interests of rural communities and how to make rural residents earn more profit form Chinese economic reform and economic progress when I was study regular college course. My bachelor’s thesis discussed about how to safeguard and increase incomes of rural residents through establishing farmer specialized cooperatives. However the limitation of my study at that time is that is only studied how to protect the earning form labor but on the assets income which is the real critical problem of rural economy development.2012when I was at my postgraduate studies I went to Chongzhou for a research with my supervisor. I found that the local grass-root unit was using an innovative measure which was gathering the loose land resource form rural residents and establishing the agricultural land share cooperatives changed the rural residents form laborers to shareholders, protected the right of their land and woke up "the sleeping properties" so that it can show its real value. This research showed me the innovation of grass-root unit, and also let me realized that there should be some rules to restrain it. What’s more if we can change it form a grass-root-innovation to the top layer design and put this policy in whole county, if it was suitable, to bring benefit to more rural residents. Therefore I start to write this thesis and research with the guide of this ideal and help of my supervisor.
