| As a tobacco farmer cooperatives in the new organization of production, the new co-production tissue of tobacco in line with the needs of the modern tobacco production, tobacco production in traditional agriculture to modern tobacco transformation process, the new farmer cooperatives development and improvement as a necessary requirement for tobacco production.This study based on literature methods and standardized production of tobacco leaf in the new co-production of the organization. The paper includes five chapters, which focus on the tobacco cooperatives run mechanisms, practical experience and organizational development aspects of the study.Overall, this study reflects the values of the main conclusions are the following:(1) The co-production of tobacco-related organization and operation mechanism of the existence of institutional change from the theory, transaction cost theory and game theory point of view of a theoretical source, that the tobacco co-production with the organization’s establishment and development of the necessity and inevitability.(2) Study co-production organization of Shandong Province and other tobacco-growing areas of practice can be seen that the establishment and development of cooperatives should be adapted to local conditions, models can be flexible, and should accelerate the implementation of land transfer in order to better provide space for the development of cooperatives.The Government should give it support from a policy perspective.(3) The new farmers cooperatives should adhere to the normal operation of innovation in five areas, namely that the property rights system should pay more attention to usufruct, pays more attention to the governance structure optimization, incentives should reflect the multi-beneficiary, function highlight the services, outstands contribution to the distribution system elements.(4) The basic direction of development of new farmers cooperatives is increasing scale and coverage; type of diversified and integrated direction; management gradually standardized and improved; service or business field is expanding.(5) The co-production tissue of tobacco still need to improve the organization’s development from the forms of organization, product management, distribution of benefits, supervision and management to regulate the internal systems. Also need to optimize the external environment through the promotion of its development. |
